Hi!
Go to the control panel -> my frends. Under the page, you can write the name of your frend in a box, and you can also choose, that you want this person on watchlist, frendlsit or hotlist.
Or you can go to the userpage that person, and in the left above the avatar there are the same thinks: add to watchlist, add to frendlist, and to hotlist.
